MINAT Proposes 42.069 Billion FCFA Focused on Combating Crime and Insecurity

The Minister of Territorial Administration, Atanga Nji Paul, has proposed a budget of 42 billion and 69 million FCFA to the National Assembly for the 2026 fiscal year. He defended the budget on November 27, 2025, before the Finance Committee of the National Assembly, led by the President, Honourable Moutymbo Rosette Julienne. The overall budget, as explained by the minister, is intended to strengthen the rule of law and protect human rights, especially by enhancing the security of persons and property through the intensification of the fight against insecurity, crime and terrorism. The budget also covers the parliamentary and municipal elections in 2026. MINAT’s budget is broken down into four programmes: 1-territorial administration, 2-the promotion of civil liberties and the protection of persons and property, 3-the development of the national civil protection mechanism, and 4-governance and institutional support in the area of territorial administration.
Territorial Administration, as the first major program of MINAT, aims to run on a budget allocation of CFAF 6 billion 797 million 36 thousand Francs with the objective to strengthen territorial control by promoting socio-economic development in administrative units through the Administrative Coordination and Law Enforcement Committees attached to Divisional Officers and Regional Governors. Also the organisation of traditional chiefdoms, management of international borders and addressing boundary disputes in territorial units.
MINAT’s second major programme, which is the promotion of civil liberties and the safety of persons and property, has a draft budget of 998 million 400 thousand francs. This is to be executed through the availability of avenues that guarantee individual and collective freedoms, including non-profit organisations, games and the private security sector. Special attention will be paid to the fight against money laundering and combating the financing of terrorism.
The development of the national civil protection mechanism is the third programme on a budget request of 2 billion 525 million 500 thousand francs, deemed to strengthen the population for disaster risk response. Finally, the fourth program is on governance and institutional support in the area of territorial administration with a budget request of 32 billion 248 million 63 thousand francs. This is previewed for the reconstruction of offices and residences of administrative authorities which require rehabilitation.
