National Assembly Endorses the Overhaul of Civil protection

The National Assembly has this December 2, 2024, approved Bill No. 2069/PJL/AN, which aims to overhaul the country’s civil protection framework . The Bill was presented by the Minister of Territorial Administration, Atanga Nji Paul with a strong approval from lawmakers during the plenary session. This new law seeks to establish clear mechanisms for coordinating and implementing civil protection measures, outline the necessary resources, define funding methods, and specify criminal penalties for violations of civil protection regulations in Cameroon. The existing legal framework, dating back to 1986, has been updated to better address the increasing number of disasters caused by climate change and human activities. The goal is to enhance the efficiency and effectiveness of responses to these events. The modernization effort is expected to significantly improve disaster management and the support provided to victims, particularly in regions that have suffered extensive damage and loss of life due to inadequate disaster response systems. Previously, disaster prevention and management efforts have been hampered by an outdated and ineffective legal and institutional framework. The new law addresses these issues by creating a National Civil Protection Agency. This agency will be responsible for educating the public on disaster prevention and ensuring a more proactive approach to disaster management through improved technical, material, human, and financial resources. This reform marks a critical step towards better disaster preparedness and response in Cameroon, aiming to protect lives and property more effectively in the face of growing environmental and human-induced challenges.
