Authorities in Kribi launched the draughting of the Ocean Division’s Intervention Response Plan, known by its French acronym as ORSEC, this Tuesday, 02 September 2025. The plan was launched by Senior Divisional Officer (SDO) of the Ocean Division, Mr Bouba Haman, to reinforce disaster preparedness and civil protection. Initiated by the Ministry of Territorial Administration, the plan will coordinate local actors and resources to address major risks, from floods to epidemics, industrial hazards, and climate change. The purpose of the launch is to establish procedures for organising emergency and rescue efforts in the face of disasters and major risks. The ORSEC Plan is a national system designed to ensure a fast and coordinated response during emergencies. These committees are established at national, regional, and subdivisional levels. The SDO, in his speech, stated that this plan is not just an administrative document but a command tool that shows how institutions, security forces, local councils, health services, and civil society should work together before, during, and after crises. He emphasised that the launch in Kribi comes as the Ocean Division faces many dangers, such as coastal erosion and frequent floods threatening homes and important infrastructure. Epidemics and animal diseases that could harm public health and the local economy. Road accidents are increasing as traffic grows. Industrial and technological risks are also rising because of big projects like the Kribi deep seaport, the gas power plant, and new mining activities, as well as climate change, and cross-border pressures from Equatorial Guinea further exacerbate the situation. The launch workshop brought together government representatives, Madam Nzie Ntsama Angèle, Director of Civil Protection MINAT, mayors, divisional officers, defence and security forces, as well as service heads. It was the first step in creating a strong disaster management system. Officials emphasised that the plan will only succeed if stakeholders provide accurate data and demonstrate real commitment. By draughting the ORSEC Plan, the Ocean Division follows President Paul Biya’s call to strengthen civil protection across Cameroon. The goal is to anticipate risks, organise resources, and protect lives and property during crises.
